To answer the main point of the guide, you can find the Winter Cloak item at the end of the Frigid Cavern right before the beginning of the Cryogenic Canal. This is quite a climb to the top of the mountain, as you have to cross multiple landmarks, areas, and camps before you reach this location. Just pack a glider and an Oxygen Tank to aid you in your journey.

Start climbing from the left and wrap the mountain towards the right when you reach around the Overgrowth Caves to climb the hill towards the left again when you enter the Frigid Cavern. Simply follow these poles with ropes to move upwards the mountain. Also, the glider can be deployed whenever there is space between any two places to reach the other side.
