Generally, Gravity and Flower are the best legendary Shikai you can get, Lightning is the best rare, and Wind is the best common. More info on each power's pros and cons is in the section below.
Gravity is arguably the best Soul Reaper power in Roblox Paradox right now, and it's based on Izuru Kira's Shikai. It has good AoE moves, plenty of CC, and the best combo potential out of all Shikai powers. It's amazing both for PvP and PvE.

Flower is an SR power based on Byakuya Kuchiki's Shikai/Bankai. It's a jack-of-all-trades power with good range, damage, AoE, and mobility. Plus, unlike Rampage, it has short wind-ups on its moves, making them better for PvP.

– Relatively low combo potential
Lightning is one of the best Shikai powers for PvP in Paradox, and that's crazy, considering it's only a rare. It has guardbreaks on almost all moves, extremely good mobility, and plenty of single-target DPS. The only downside is that you need to aim a lot, which requires skill. It's based on Chojiro Sasakibe's Shikai.

Blood is a Soul Reaper power based on Unohana's Shikai. Its moves all have good range and knockback, making them perfect for kiting enemies while staying at a safe distance. It also has solid combo potential, AoE, and healing once you unlock the Bankai.

Wind is a power based on Kensei Muguruma's Shikai. It's by far the best common Shikai in Paradox right now, with good range, mobility, and combo potential. However, it has no guardbreaks before you unlock the Bankai, making it a suboptimal early-game PvP choice.

It also has plenty of CC and easy-to-land combos. The downside is that it has a fairly short range, except for the Bankai T skill.

Fire is a power based on Isshin Kurosaki's Shikai. Its kit revolves around melee AoE attacks and mobility. It's arguably the worst Shikai in Paradox, being outperformed both in PvP and PvE by most others. The only good part is that it has a fairly good combo once you unlock the Bankai.

Generally, Fear, Deathdealing, and Explode are the best, and they all perform really well both in PvE and PvP. The outliers are the common ones, with Heat being better as it has more range and AoE than Power, which is crucial for easy PvE grinding.
Fear is based on As Nodt's Schrift/Volt, and it's by far the best Quincy power in Paradox. It's a jack-of-all-trades with good range, AoE, unblockable and guardbreaking moves, and invulnerability. Plus, it's really good even without the Vollstandig, making early-game PvE especially easy.

The only downside is that you'll need a bit of skill to make the most of it.

Deathdealing is one of the best Schrifts for both PvP and PvE in Paradox, and it's based on Nakk Le Vaar's power. It has a lot of AoE and ranged moves that allow for easy kiting and farming, as well as a flashstep-preventing zone, which is OP against players. It's just really good all around.

Power is a Quincy power based on Meninas McAllon's Schrift. It focuses on melee and gap-closing moves, making it solid for PvP. However, it lacks the range and AoE most other Schrifts have, making it the overall worst Quincy power in Paradox right now.

Gunners is a legendary Resurrection inspired by Starrk's power and is arguably the strongest Res in Paradox right now. With it active, your M1s turn into ranged attacks, which are OP as combo starters. It also has a counter and two guardbreak moves with very good damage. It's just broken.

Bat is an Arrancar power inspired by Ulquiorra Cifer's Res. It has range, mobility, and, most importantly, a lot of damage. It's arguably tied with Gunners for the best Resurrection in Paradox, though it doesn't have the extra utility that the Gunners' M1 and counter provide.

Heaven is a non-Bleach Arrancar power that is actually pretty broken in PvP. It has guardbreaks on all skills with good range on C and insane stagger on Z. Its biggest drawback is that it doesn't have any mobility, which you'll need to get from skill trees.
